Construction Quality Control Manager (CQM), MILCON

The Senior Construction Quality Control Manager I (CQC Manager) is responsible for developing, implementing, and maintaining ICON’s Contractor Quality Control (CQC) program for military construction (MILCON) projects. This role serves as the contractor’s on-site authority for quality control and ensures that all construction activities comply with contract documents, approved submittals, USACE/NAVFAC requirements, and applicable federal regulations. The CQC Manager leads proactive quality planning and execution using the Three-Phase Control System, coordinating closely with Government Quality Assurance (QA) representatives, to enforce strict compliance with construction quality requirements. This role is based in Austin, TX with required travel for deployed projects and reports to the Director of Construction & Warranty. 

RESPONSIBILITIES:

  • Develop, implement, and manage the project-specific Contractor Quality Control (CQC) Plan in accordance with contract requirements and obtain Government acceptance prior to commencement of construction
  • Serve as the primary point of contact with Government QA personnel on all quality-related matters
  • Execute and document the Three Phases of Control (Preparatory, Initial, and Follow-Up) for all Definable Features of Work (DFOW)
  • Maintain full authority to stop work that is not in compliance with approved plans, specifications, or safety requirements
  • Oversee and coordinate all inspection and testing activities, including third-party and special inspections
  • Review, certify, and manage submittals to ensure compliance with contract requirements prior to Government or Designer of Record review
  • Track, document, and manage deficiencies and rework items through closure using RMS (USACE) or eCMS (NAVFAC)
  • Prepare and maintain all required CQC documentation, including daily quality reports, inspection checklists, test logs, deficiency logs, and completion inspections
  • Coordinate quality activities with the Superintendent, Project Manager, Safety Officer (SSHO), subcontractors, and suppliers
  • Participate in preconstruction meetings, coordination meetings (Mutual Understanding Meetings), and completion inspections
  • Support closeout activities including punch lists, final inspections, O&M manuals, warranties, as-built documentation, and turnover
  • Promote a culture of proactive quality management, safety compliance, and continuous improvement across the project team


MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in engineering, architecture, or construction management
  • 7+ years of construction experience, with at least 5 years of construction quality control experience on large-scale MILCON projects 
  • Demonstrated experience implementing Contractor Quality Control programs on MILCON, USACE, or NAVFAC projects
  • Familiarity with EM 385-1-1, including hazard identification, safety compliance, and integration of safety into quality control processes
  • Experience with sustainability considerations and environmental compliance on federal construction projects
  • Working knowledge of FAR clauses related to quality, inspections, and changes
  • Proficiency with USACE RMS and/or NAVFAC eCMS platforms (or ability to become proficient quickly)
  • Strong understanding of plans, specifications, submittal procedures, inspections, and testing requirements
  • Current USACE/NAVFAC Construction Quality Management (CQM for Contractors) certification
