Senior Talent Acquisition Partner I, MILCON

ICON is seeking a Senior Talent Acquisition Partner I to lead recruiting efforts for our Military Construction (MILCON) portfolio. In this role, you will recruit top talent across design, engineering, construction management, and government contracting disciplines to help deliver mission-critical facilities that leverage ICON’s proprietary 3D printing technology. You will be a trusted partner to leaders across our Design-Build, Engineering, and Field Operations organizations, managing the full recruitment lifecycle for highly specialized federal construction roles. The ideal candidate thrives in a fast-paced environment, understands the complexities of DoD, USACE, and NAVFAC project delivery, and brings deep experience sourcing cleared or clearance-eligible talent. This role will be based in Austin, TX, and report to the Manager of Talent Acquisition. 

 

RESPONSIBILITIES

  • Own the full-cycle recruiting process for military construction roles. 
  • Partner closely with hiring managers to scope roles, define qualifications, and develop interview strategies aligned with ICON’s hiring standards and government compliance requirements.
  • Build and execute sourcing strategies to attract candidates with federal construction, design-build, or DoD contracting experience.
  • Engage, assess, and present qualified candidates while maintaining a strong focus on candidate experience and operational excellence.
  • Serve as a subject matter expert on the MILCON talent market—advising leaders on compensation, availability, and federal hiring nuances.
  • Coordinate interview logistics, collect structured feedback, and ensure timely hiring decisions.
  • Collaborate with HR and compliance teams to ensure all recruitment activities meet FAR/DFARS, UFC, and internal documentation standards.
  • Build and maintain a proactive pipeline of cleared or clearance-eligible professionals for future project staffing needs.
  • Represent ICON at industry events, military career fairs, and professional associations to strengthen our employer brand within the MILCON and federal AEC community.
  • Track and report recruiting metrics, pipeline data, and hiring progress to leadership.



MINIMUM QUALIFICATIONS

  • 6+ years of full-cycle recruiting experience, including at least 3 years focused on construction, engineering, or government contracting roles.
  • Proven success in recruiting for MILCON, USACE, NAVFAC, or other federal construction programs.
  • Strong understanding of federal acquisition environments, FAR/DFARS, and Unified Facilities Criteria (UFC).
  • Excellent communication, negotiation, and relationship-building skills with hiring managers and candidates.
  • Proficiency with applicant tracking systems (e.g., Greenhouse) and sourcing tools (LinkedIn Recruiter, ClearanceJobs, etc.).
  • Highly organized and able to manage multiple complex searches with competing priorities.

PREFERRED SKILLS AND EXPERIENCE

  • Experience supporting Design-Build delivery models or complex federal construction programs.
  • Knowledge of 3D printing, robotics, prefabrication, or advanced construction technologies.
  • Familiarity with military hiring networks and veteran outreach strategies.
  • Passion for ICON’s mission to reinvent construction and deliver resilient, dignified structures for those who serve.
